LMS for Government Organisations

a government work training in tribal habits

Your workforce isn’t only staff. It’s volunteers, casuals, contractors, and the external partners representing you. You need one platform to train all of them.

Whether you’re running a council, a state agency, or a government service or program delivered across regions, training needs to work across different workers, and be looked after by different departments or people.

Industry Reality

The biggest training challenges in government organisations

Most training platforms were built for large corporate L&D teams.

Governments rarely have one.

01

Skills shortages mean training can't sit with one person

83% of Australian councils are experiencing persistent occupational shortages, according to a national report released by the Australian Local Government Association and Public Skills Australia in mid-2026. When roles are hard to fill and keep filled, training that lives in one person’s head — rather than in a system anyone can pick up — becomes a real operational risk.

02

Integrity obligations are legislated, not optional.

Councils and state agencies operate under legislated codes of conduct — for example, section 440 of the NSW Local Government Act. Public officers carry personal, legislated obligations to report suspected corruption or misconduct to bodies like ICAC or the Ombudsman. Staff need to actually know these obligations, not have them sitting in a policy folder.

03

The workforce is mixed and decentralised.

Paid staff, volunteers, casuals and contractors often sit across multiple departments, councils or agencies, each with their own way of doing things. As one prospect told us: "If you go from branch to branch, it's a different way we induct people." Training built for one uniform workforce doesn't hold up here — consistency has to work with that structure, not against it.

04

Training isn't just an internal job anymore.

External stakeholders — health providers, service partners, contractors, community organisations — increasingly need training too, alongside staff. That raises the bar on data residency and accessibility at the same time. Australian hosting and WCAG compliance are treated as non-negotiable by many government buyers, not nice-to-haves.

The Difference

What a better training system looks like

The same organisation. A completely different training operation.

Before Tribal Habits

With Tribal Habits

Training scattered across shared drives, spreadsheets and paper-based sign-offs.

Every record in one auditable platform, exportable the moment it's needed.

Every department, program or agency runs induction differently, with no shared oversight.

Consistent induction across the organisation, with local flexibility through sub-portals.

Platform knowledge disappears when the person who set it up moves on.

Guided admin tools and support any successor can pick up without starting from scratch.

Paying to store a full roster of staff, volunteers and casuals who only log in once or twice a year.

Only pay for the people who actually log in and train that month.

Training is locked for internal staff only.

Staff, contractors, volunteers and external stakeholders trained in one place.

Pre-Built Training Library

Training built for how government organisations actually run

Built around how councils & government agencies actually operate

The Tribal Habits training library includes hundreds of modules covering the integrity, privacy, safety and conduct obligations that apply across the public sector, reviewed by Australian lawyers and updated when legislation changes. And unlike locked libraries, every module is editable, which means you can start with what’s already built, then tailor it to your own codes of conduct and policies.

Codes of conduct, public interest disclosure procedures, and delegations are specific to your own organisation and legislation, not something a generic library can prebuild. Use Sage AI to turn your own code of conduct, PID procedures, or council policies into structured, trackable training.

Pricing

Transparent pricing, based on who actually trains

In reality most staff don’t do training every month, so why should you pay for everyone every month? Tribal Habits charges on monthly active users (someone who logs in at least once during the month). So you only pay for the staff who log in and train each month.

How Monthly active user pricing works

You only pay when someone actually trains

Most LMS platforms charge per seat, whether the user logs in or not. Tribal Habits uses Monthly Active User pricing, so you only pay for a staff member, volunteer, casual or contractor when they log in and train that month. Store your full roster at no extra cost.

How Monthly active user pricing works

What it looks like in practice

A council with 300 staff across multiple departments, plus a network of volunteers and casual event staff, commits to a 100 MAU plan. Each month, those active users are a mix of permanent staff doing refreshers, new starters completing induction, volunteers completing safeguarding or venue-specific training, and casual staff logging in for a single shift’s induction. In a high-turnover month, if usage runs over, the extra users are charged at the plan rate. In normal months, nothing extra is charged.

What matters beyond the training content

Why do councils and government agencies love Tribal Habits?

Online modules, your own courses and induction, clinical content, and external records like licences and qualifications, all on one worker profile. Reporting spans every kind of training, so you see the full competency picture without stitching systems together.

Pricing
Pricing

Pay for who trains, not stored users

Monthly active user pricing means staff, volunteers, casuals and contractors only count when they log in and complete training. No per-seat fees for people who aren't using the platform.

Support
Support

Australian-based support team

No offshore helpdesks. Support comes from a local team that understands the procurement, security and compliance environment your organisation operates in.

Security

Australian hosted, ISO 27001 certified

Your training data stays in Australia. ISO 27001 certification gives you the security posture expected for sensitive workforce and citizen data, and your data is never shared or used to train third-party AI systems.

Works with your existing tools

SSO across Microsoft, Okta and Google, plus Salesforce, HRIS platforms, and thousands more via Zapier or the Public API. Automate enrolments and keep records in sync without manual admin.

The biggest plus for me is how the solution is designed around the notion of allowing the 'tribe' (our staff) to teach the best 'habits' to one another - helping to ensure quality and consistency in the services that we deliver. We now have a professional induction process that allows new staff members to come up to speed rapidly and understand the 'MOQ Way'.

Frequently Asked Questions

Is Tribal Habits suitable for government organisations without a dedicated L&D team?

Yes. Tribal Habits is designed for organisations without a dedicated L&D team, which includes most councils and state agencies, where training is typically owned by one HR or Ops generalist alongside other responsibilities.

Can we create separate portals for different departments, councils or agencies?

Yes. Sub-portals let each department, council or agency manage its own content, users and branding, while your organisation retains central oversight and reporting.

Do you support SSO across Microsoft, Okta and Google?

Yes. Tribal Habits supports SAML 2.0 for single sign-on and OAuth 2.0 for user provisioning, and integrates with Microsoft, Okta, Google and other identity providers.

Can external stakeholders like contractors, volunteers or service providers be trained alongside staff?

Yes. You can manage internal and external learners on the same platform, with controlled access and enrolments for each group.

Where is our data hosted, and is it ever used to train AI systems?

All data is hosted securely in Australia. It’s never shared, sold, or used to train third-party AI systems.

Do you have modules for public sector codes of conduct or public interest disclosure?

Our library includes whistleblowing, conflict of interest, and fraud and corruption modules relevant to the public sector. We don’t currently have a prebuilt module for your specific code of conduct or PID procedures, since these vary by organisation and jurisdiction. Use Sage AI to turn your own policy documents into structured training.

What happens if the person who set up our platform changes roles or leaves?

Tribal Habits is built to be picked up by a successor without starting from scratch. Admin permissions, documentation and ongoing support mean platform knowledge doesn’t depend on one person.

Is the platform accessible for users with disability?

Yes. Tribal Habits is built to WCAG accessibility standards.

How does pricing work for a mixed workforce of staff, volunteers and casuals?

You only pay for active users, those who log in and train each month, regardless of whether they’re a permanent staff member, a volunteer, a casual, or a contractor.

Do we need to install anything?

No. Tribal Habits is entirely cloud-based and works from any modern browser.
